Germany's higher education system is dominated by public universities, most of which charge no tuition for degree programmes — students pay a semester contribution instead, and fee rules for applicants from outside the EU vary by federal state. The system also separates research universities from technical universities, which have long anchored German engineering and computer science, and universities of applied sciences, which teach along more practical lines.
